“AlthoughthelegalbasisforthemassremovalofhundredsofindividualstoElSalvadorremainsdisturbinglyunclear,AbregoGarcia’scaseiscategoricallydifferent—therewerenolegalgroundswhatsoeverforhisarrest,detention,orremoval,”Xiniswrote.
